Rolfe Regular Council Meeting

Monday, January 13, 2014

Rolfe Community Center, 6:30 p.m.



Mayor Julie Lancaster called the meeting to order at 6:30pm.   Mayor took the roll call vote council present Carl Struve, Al Kuchenreuther, Dan Allen, Joe Ramaekers and Tom Andersen.

Ramaekers/Kuchenreuther moved to approve the consent agenda including agenda, 12/10/2013 minutes and bills.  All ayes. Carried.

Mayor comments – would like to thank former Mayor Michael Hayek, council members, Lana Pratt, Joni Ham and David Thoren for their time and assistance for the city and look forward to working with new council.

Council comments – Ramaekers gave an update on Hometown Pride Committee met with the City of Bancroft and Margo Underwood will present a report next month.  They are looking at a grant for derelict buildings it is a 50/50 match.  Struve – MLA meeting was very informative.

Citizen/guest comments.  Glenn Markley also gave update on Hometown pride committee, received $2,000 grant to put flower pots on Main Street.

Citizen/guest comments.   Glenn Markley gave update on derelict building program.  Grant for $2,000 for various sizes of flower bins on Main Street.  Nina Thoren concerned with the snow removal on sidewalks.   Mayor will check into it.

Kelly Evans from I & S Group gave an update on the new well project.  DNR will be approving placement of new well.

Ramaekers/Struve moved to approve Liquor License for Wes’s Place.  All ayes. Carried.

Joe/Carl moved to approve Wes’s Place Liquor license.  All ayes. Carried.

Northwest Communications. -  Told council basic rate will be going up $4.75 due to programming.  They are bringing in new services  IPTV and local phone service.

Kuchenreuther/Ramaekers moved to approve resolution #578 ordering bids, approving plans, specifications and form of contract and notice to bidder, fixing amount of bidder’s check, and ordering clerk to publish notice and for a public hearing on plans, specification, form of contract and estimate of cost for the Rolfe sanitary sewer collection system rehabilitation project and public hearing will be set for February 10th at 7:00pm.  Ayes:  Andersen, Ramaekers, Allen, Kuchenreuther, and Struve. Carried.

Kuchenreuther/Ramaekers moved to approve the CDBG expenses MIDAS – General Administration (October 2013) – CDBG - $218.00, MIDAS – Technical Services (Oct – Dec 2013) – CDBG - $610.00, MIDAS – Inspections (Oct & Dec 2013) – CDBG - $1,740, MIDAS – Lead testing – CDBG - $288.33.  All ayes. Carried.

Ramaekers/Andersen moved to approve the energy efficiency rebate for water heater to Pennie Lewis in the amount of $50.00.  All ayes. Carried.

No action taken on EMS coordinator contract would like more information and Dan Paulsen to speak at next council meeting.

Kuchenreuther/Ramaekers moved to approve the amendment to the Clayton Energy Contract.  All ayes. Carried.

Discussed non-working curb stops in town.  Council directed to send letter to residents informing of their responsibility to have working curb stops.

Mayor Lancaster volunteered to represent Rolfe as MIRHA representative.

Ramaekers/Andersen moved to set budget workshop for Monday, January 27th at 6pm.

Kuchenreuther/Allen moved to set public hearing for Budget to Monday February 10th at 7:30pm.  All ayes. Carried.Council set date to view next MLA session 2 for January 21st at 5:30pm.  All ayes. Carried.Mayor appointed Al Kuchenreuther as mayor pro temp and accepted the Library Board of Trustees Kari Pratt – President, Mary Loterbour – Vice President, De Sindergard, Lori Pedersen – Secretary and Mary Hayungs . Recycling committee Bill Winkleblack, Joe Ramaekers and Dan Allen.  Fire Board Mayor Julie Lancaster, Carl Struve, Joe Ramaekers and Al Kuchenreuther as alternate.  Mayor will look into Hometown Pride Committee.Ramaekers/Kuchenreuther moved to appoint Angela Schneider as City Clerk and to redo ordinance to remove the title of Manager, Greg Stoebe - City Attorney, De Sindergard – City Treasurer, Park and Rec Board – Jolene Duitscher, Linda Booth, De Sindergard, Tom Andersen, Dan Allen, Scott Lancaster and Jerry Sandvig and Corliss Poppen as building inspector.  All ayes. Carried.                                                                                                                                       Discussion on roles, duties and wage for city clerk.  Dan moved to drop clerk wage by $1.50 continued discussion.  Motion died for lack of second.  Clerk received raise when she received CMC certification, did not receive increase when received CMFO certification.  Compared Rolfe Clerk wage to Gilmore City Clerk wage.  Allen/Struve moved to decrease clerk wage by $1.50 an hour.  Ayes: Anderson, Kuchenreuther, Allen and Struve.  Nay: Ramaekers.  Motion CarriedRamaekers/Allen moved to adjourn at 7:53pm.  All ayes. Carried.
