Rolfe Regular Council/Public Hearing Meeting

Monday, February 9, 2015

Rolfe Community Center, 6:30pm


Mayor Julie Lancaster called the meeting to order at 6:30pm Council present Al Kuchenreuther, Dan Allen, Tom Andersen and Joe Ramaekers.  Absent Carl Struve.  Kuchenreuther/Allen moved to approve the consent agenda including agenda, 1/12/15 minutes, bills and building permit - Bobinet.  All ayes. Carried.

Mayor comments that RBI changed meeting to 4:30 on second meeting of the month, she encouraged council to attend.   Mayor has received resignation from Glenn Munson.  Mayor regretfully accepted resignation from Glenn Munson. Kuchenreuther concerned about employees not receiving their new insurance cards.

Mayor had complaints about the turkeys in town scratching cars.  DNR is going to come and relocate the turkeys.

John Graupman from Bolton & Menk discussed the water plant repairs.  Estimated $300,000.  Nick Federickson from I & S Group also discussed repairs.  Re-address at next meeting.

Mayor opened the public hearing at 7:04pm on the FY16 Budget Estimate. There were not written or oral comments.  Mayor closed public hearing at 7:05pm.

Andersen/Ramaekers moved to approve Resolution #589 Approving FY 2016 Budget Estimate.  Ayes. Allen, Kuchenreuther, Ramaekers and Andersen.  Carried.

Kevin Load from Brown Supply presented his reading system for the gas and water system.  Council needs costs laid out.  Re-address next meeting.

Kelly Otto from NW Communications here to inform council of cable rate increase.  Networks have increased their rates.  Are offering a $44.95 basic package. 

Donna Alsobrook addressed council concerning her extra garbage fees.  Discussion on amount of bags and the time period.  Allen moved to leave bill as is.  Motion dies for lack of second.  No action taken.

Council re-addressed compensatory time for employees.  Allen/Kuchenreuther moved to reinstate compensatory time with a cap of 24 hours.  All ayes.  Carried.

Kuchenreuther/Allen moved to approve resolution #590 amending the employee policy handbook subdivision 10.06 Overtime.    Ayes: Andersen, Allen and Kuchenreuther.  Nays: Ramaekers. Motion carried.

Mayor read the third reading of Ordinance Amendment #204.  Ramaekers/Andersen moved to pass/approve the third reading of Ordinance Amendment #204 amending the code of ordinances of the City of Rolfe, Iowa, by amending and/or removing sections of Chapter 21, 41, 55, 63, 90, 92, 110, 135 and 136 for the purpose of codification. Ayes: Kuchenreuther, Allen, Andersen and Ramaekers.  Carried.

Allen/Kuchenreuther moved to place the tornado siren at the city shed.  All ayes. Carried.

Kuchenreuther/Allen moved to contribute $1000.00 to Upper Des Moines Opportunity.  All ayes. Carried.

Service Line Warranty is offering an in home warranty on water/sewer plumbing.  Ramaekers/Kuchenreuther move to approve Service Line Warranty offering the in-home insurance.  All ayes. Carried.

Kuchenreuther/Andersen moved to approve warrant deed between the City of Rolfe and Matt Welter.  All ayes.  Carried.

Discussion on lifeguard wages.  Kuchenreuther/Allen moved to increase starting wage for new hires of $.25 and increase returning guards $.25.  All ayes. Carried.

Discussion of 3rd camera at Sunset Ridge, burn pile, and recycling area.  Allen/Kuchenreuther moved to purchase 3 more cameras for areas discussed. All ayes. Carried.

Ramaekers/Andersen moved to adjourn at 8:40pm.
