Rolfe Regular Council Meeting/Public Hearing

Monday August 10, 2015

Rolfe Community Center, 6:30pm


Mayor Julie Lancaster called the meeting to order at 6:30pm.   Council present Al Kuchenreuther, Dan Allen, Tom Andersen and Joe Ramaekers, absent Carl Struve.  Kuchenreuther/Ramaekers moved to approve the consent agenda including agenda, 7/13/2015 & 7/30/2015 minutes and bills and building permits for Schweirking. All ayes. Carried.

De Sindergard gave treasurer’s report Andersen/Kuchenreuther moved to approve treasurer’s report.  All ayes. Carried.

Mayor commented next meeting will start at Sunset Ridge and then move back to community center due to a dedication  She also reminded residents that dogs need to be licensed and cannot run at large or will be taken to shelter. 

Clerk commented on the new emergency alert system, residents can go to http://entry.inspironlogistics.com/Pocahontas_ia/wens.cfm to sign up to be notified of emergency alerts by phone, text, email etc.  Clerk will be at NNG Conference August 20th and 21st.

Kim Servoss addressed the council that every Saturday a neighbor is burning garbage.  Mayor will have city attorney address this issue.

Was one complaint on junk in yard and it is being addressed.

Council discussed the letter from city attorney advising not to allow horses at rodeo area with Sonia Orwig.  Allen/Ramaekers moved to follow attorney recommendations and not approve horses at rodeo grounds permanently.  All ayes. Carried.

Ramaekers/Andersen moved to approve Rolfe Heartland liquor license.  All ayes. Carried.

Allen/Kuchenreuther moved to approve the 2015 street project.  All ayes.  Carried.

Mayor Read Ordinance #205 An Ordinance Amending the Code of Ordinances of the City of Rolfe, Iowa, by Amending Provisions Pertaining to Chapter 51 Junk and Junk Vehicles.  Andersen/Allen moved to adopt ordinance #205.  Ayes: Kuchenreuther, Allen, Ramaekers and Andersen. Carried.  Ramaekers/Allen moved to waive the second and third reading of ordinance #205.  Ayes: Andersen, Ramaekers, Kuchenreuther and Allen. Carried.

Kuchenreuther/Andersen moved to approve resolution #596 Sandvig wage resolution.  Ayes: Ramaekers, Andersen, Allen and Kuchenreuther.  Carried.

Allen/Ramaekers moved to approve resolution # 597 a resolution proposing the sale of city of Rolfe real property, lot 6sunset hill add blk 4 – parcel # 0805158006, Pocahontas county, Iowa,lot 7 sunset hill add blk 4 – parcel # 0805158005, Pocahontas county, Iowa, lot 8 sunset hill add blk 4 – parcel # 0805158004, Pocahontas county, Iowa, lot 9 sunset hill add blk 4 – parcel # 0805158003, Pocahontas county, Iowa, lot 10 sunset hill add blk 4 – parcel # 0805158002, Pocahontas county, Iowa, lot 11 sunset hill add blk 4 – parcel # 0805158001, Pocahontas county, Iowa, n1/2 alley s of lot 6 to 11 in sunset hill add blk 4 – parcel #0805158012, Pocahontas county Iowa. (hereinafter described as the “property); and, setting a public hearing; and directing the publication of notice. Ayes: Kuchenreuther, Allen, Ramaekers and Andersen.  Carried.

Mayor opened the public hearing on the proposed sales of real property at 7:00pm.  There were no citizen comments and did not received any written comments.  Mayor closed the public hearing at 7:01pm.

Mayor opened the only bid received from Al Kuchenreuther for the amount of $100.00.  Allen/Andersen moved to accept the bid on the sale of real property from Al Kuchenreuther.  Ayes:  Ramaekers, Andersen and Allen. Kuchenreuther abstained due to conflict of interest.  Motion carried.

Andersen/Allen moved to approve Resolution # 598 Authorizing the Execution of a quit claim deed between the City of Rolfe and Al Kuchenreuther on the purchase of real property.  Ayes:  Ramaekers, Andersen and Allen. Kuchenreuther abstained due to conflict of interest.  Resolution passed.

Council discussed the future of the pool.  Mayor, city clerk and pool manager Shannon Peters will inspect the pool for needed repairs to open next year and present to council next meeting.

Ramaekers/Andersen moved to adjourn at 7:15pm.  All ayes.  Carried.
