Rolfe Regular Council Meeting
Monday December 12, 2016
Rolfe Community Center, 5:30pm

Mayor Pro Tem Andersen called the meeting to order at 5:33pm and took roll call. Council present Dan Allen, Jon Wellik, Carl Struve, Pat Sheda and Tom Andersen.
Sheda/Struve moved to approve consent agenda including agenda, bills and 11/14/16 minutes and building permits. All ayes. Carried.
Mayor Lancaster arrived and 5:35 and resumed meeting.
Council Comments- Allen asked where we were at with a vicious dog. Struve had concern about a blocked driveway.
City clerk will be on vacation December 23rd – 30th.
Mayor asked how water plant issue was coming – new equipment has been installed. Mayor was approached by resident who had been disconnected for non-payment several months ago. Resident needs to be on agenda to address council. No citizen comments or complaint forms.
Allen/Sheda moved to approve treasurer’s report. All ayes. Carried.
Andersen/Struve moved to approve renewal of Community Pub Liquor License. All ayes. Carried.
Eric Wilson addressed council about the curb stop at his building. He has water leak and they have been unable to repair without shutting water off. Concerns about the cost of digging up to try to locate it. Dave explained issue to council. Mayor suggested get meter replaced first and Dave and Eric work together to coordinate shutting down water to repair leak.
Mayor read Ordinance No. 213 an Ordinance amending the Code of Ordinances of the City of Rolfe, Iowa by adding a New Section to Chapter 135, “Street Use and Maintenance.” Andersen/Sheda moved to approve Ordinance No. 213. Ayes: Struve, Wellik, Allen, Sheda and Andersen. Carried. Sheda/Struve moved to waive the second and third reading. Ayes: Sheda, Andersen, Allen, Wellik and Struve. Carried.
Allen/Wellik moved to approve a $1000.00 contribution to Upper Des Moines Opportunity. All ayes. Carried.
Sheda/Struve moved to approve to commercial tree disposal at the City’s tree pile it is for residential use only. All ayes. Carried.
Date set for Budget workshop January 19th at 5:30pm in community center.
Mayor asked if any employees wished to go into closed session. No employee asked for a closed session. Mayor and council discussed employee’s performance. Discussion on fifty cent raise an hour to regular employees and twenty five cent raise an hour to general labor.
Allen/Wellik moved to approve Resolution #621 setting the wage, salaries and benefits for the year commencing January 1, 2017. Ayes: Andersen, Struve, Sheda, Wellik and Allen. Motion Carried.
Andersen/Struve moved to adjourn at 6:16pm. All ayes. Carried.
