Rolfe Regular Council Meeting/Public Hearing

Monday July 10, 2017

Rolfe Community Center, 5:30pm


Mayor pro tem Tom Andersen called the meeting to order at 5:36pm and took roll call.  Council present Dan Allen, Al Sroufe, Jon Wellik and Tom Andersen. Absent Pat Sheda.

Allen/Wellik moved to approve consent agenda, including agenda, and minutes with corrections.  All ayes. Carried.  De Sindergard gave treasurer’s report.  Wellik/Allen moved to approve treasurer’s report.  All ayes. Carried.

Council comments: Wellik congratulated Mayor Lancaster and Councilman Sroufe for winning the election.  Sroufe asked Sandvig about fence.  Allen had questions on CDBG Housing project. 

Mayor Lancaster arrived at meeting at 5:40pm.  Mayor had question on bills and ambulance budget.  Allen/Andersen moved to approve bills. All ayes. Carried.

Mayor commented that everyone involved in Greater Rolfe Days did a great job.

Citizen comments: De Sindergard had complaint about various dogs getting loose and their actions.  Sroufe suggested working with Safe Haven on plan for loose dogs.

City Clerk will be at academy July 26th – 28th.

Mayor stated complaint forms on the dogs running loose.

Mayor called to open the public hearing at 6:00 for the proposal to sell real property.  Mayor asked for any comments or questions from public.  With no other comments or written comments, Mayor closed Public Hearing at 6:01pm.  Mayor stated there was one sealed bid for the property from Marvin Nimke in the amount of surveying cost’s which were $1502.80.  Discussion with Mr. Nimke on his use.  He stated he would be building storage units.

Allen/Wellik moved to approve Resolution #625 Authorizing he execution of a quit claim deed between the city of Rolfe and Marvin & Dunett Nimke. Whereas, the City Council of the City of Rolfe has previously approved and authorized the sale of City property described A parcel of land located in the former station grounds of the Toledo and NorthWestern Railway in the Northeast quarter of the Southeast quarter (NE ¼ SE ¼) of fractional section five(5), Township Ninety-Two (92) North, range thirty-one (31) West of the 5th P.M. Pocahontas County Iowa and more particularly described as follows:  Commencing at the East quarter corner of said Fractional Section 5; Thence on an assumed bearing of South 00 °05’54” East 820.57 feet, along the East line of said Southeast Quarter (SE1/4), to the Westerly extension of the North line of Parcel 3 as shown on the station map of the Chicago and Northwestern Railway Company (C & N.W. RY. Co.) Dated June 30, 1917, said point being perpendicularly distant eighty (80) feet Northerly from the former Location of the center line of the main tracks; thence North 80°57’46” West 33.42 feet along said Westerly extension of said Northerly line and parallel to the former main tracks to the West Right-of-Way (R.O.W.) line for public road; thence continuing along said Northerly line, North 80°57’46” West 692.27 feet to the point of beginning; thence continuing along said Northerly Line, North 80°57’46” West 290.00 feet; thence leaving said Northerly line, South 09°02’14’ West 85.34 feet; Thence South 80°45’15” East 290.00 feet; thence North 09°02’14’ East 86.40 feet to the point of beginning. Parcel contains 0.57 acres and is subject to easements of record.   Ayes: Dan Allen, Tom Andersen, Jon Wellik and Al Sroufe.  Absent: Pat Sheda. Carried.

Mayor read the third and Final reading of Ordinance #217 amending the code of ordinances of the City of Rolfe, Iowa, by decreasing the number of Park and Recreation Board from seven members to five members and changing the composition of the Park and Recreation Board.  Wellik/Andersen moved to approve Ordinance #217.  Ayes: Dan Allen, Jon Wellik, Al Sroufe and Tom Andersen. Mayor declared Ordinance #217 duly adopted this 10th day of July, 2017.

Library had to get new central air unit at a cost of $3,412.80 which will put them over their budget. Sroufe/Allen moved to allow the library to go over budget on the one line item for building repairs.  All ayes. Carried.

Wellik/Andersen moved to approve an energy rebate to Curt Sindergard for a gas water heater in the amount of $50.00.  All ayes. Carried.

Council discussed Maassen house.  Ms. Howland had still not contacted city clerk.  Ms. Howland explained reasons.  Sroufe/Wellik moved to set date of July 14th for Ms. Howland to make arrangements and payment.  All ayes. Carried.

Mayor sent out five more nuisance abatements with 30 day of July 19th.  Wellik/Sroufe moved to send nuisance abatements to city attorney for further action if not in compliance by date.  All ayes. Carried.

Wellik/Allen moved to adjourn at 6:46pm.  All ayes. Carried.
