Rolfe Regular Council Meeting

Monday August 14, 2017

Rolfe Community Center, 5:30pm


Mayor Julie Lancaster called the meeting to order at 5:33 pm and took roll call.  Council present Al Sroufe, Jon Wellik, Tom Andersen and Pat Sheda.  Absent Dan Allen.

Andersen/Wellik moved to approve consent agenda, including agenda, 7/10/17 minutes and Taylor building permit.  All ayes. Carried.  De Sindergard gave treasurer’s report.  Sheda/Wellik moved to approve treasurer’s report.  All ayes. Carried.

Councilman Sroufe had question on binoculars and curbstop repair.  Binocular are used for nuisance abatement.

City clerk stated that the auditor will be handling all of the city election forms.

Mayor reminded all to obey the traffic and speed regulations in the city.

Eric Wilson discussed his concerns with the repair of his curbstop.  Mayor explained all properties have to have a working curbstop.  Water superintendent stated that the valve in his basement still needs to be repaired and the meter replaced so we can get accurate meter readings.  Mayor directed staff to make a work order out for 3:00pm on Friday August 11, 2017 to have the water turned off to make the needed repairs.  All parties agreed.

Nick Graham is reopening the bar and needs a liquor license approved.  Sheda/Wellik moved to approve liquor license for the Rolfe Roadhouse pending the approval by ABD and his dram shop.  All ayes. Carried.

An incorrect resolution number was given to the resolution of the sale of real property.  Sheda/Andersen moved to renumber the sale of real property to resolution #626. 

Mayor explained to council the sale did not take place.  Need to forfeit the sale of real property.  Sheda/Wellik moved to pass resolution #627 forfeiting the sale of real property to Marvin & Danette Nimke.  Ayes. Sroufe, Wellik, Sheda and Andersen.  Allen absent.  Carried.

Wellik/Sheda moved to pass Resolution #628 direction the city clerk to ensure a question is placed on the ballot regarding the library board, approving the ballot question and instructing the city clerk to direct the Auditor to place a question on the ballot to be voted on by the citizens or Rolfe on November 7, 2017.  Ayes: Andersen, Sheda, Sroufe and Wellik.  Allen absent. Carried.

Wellik/Andersen moved to have city attorney go forward with the two nuisance abatements.  All ayes.  Carried.

Discussion on changing gas and water to require deposits.  City clerk has wrote sample ordinance amendment to changes in gas allowed by IUB, water there is no regulation so need direction for water.  Discussion on water.  A $200.00 deposit was agreeable by all parties.  City clerk will prepare ordinance amendment for first reading at September meeting.

Sheda/Andersen moved to adjourn at 6:30pm.  All ayes. Carried.
