Rolfe Regular Council Meeting

Monday January 8, 2018

Rolfe Community Center, 5:30pm

Mayor Pro Tem Tom Andersen called the meeting to order at 5:34 pm and took roll call.  Council present Jon Wellik, Jim Sandvig, Tom Andersen and Rick Jones. Absent Dan Allen and Mayor Julie Lancaster. Wellik/Sandvig moved to approve the consent agenda including agenda, bills, and 12/13/17 minutes.  All ayes. Carried. De Sindergard gave treasurer’s report Wellik/Jones moved to approve treasurer’s report. All ayes. Carried.  No council comments.  City Clerk will be gone tomorrow and has been helping other city clerk through the mentoring program with the Iowa League of Cities.  Citizen comments. De Sindergard spoke her concerns and neighbors’ concerns of the dog at 402 Grant St.  He has gotten loose and appears to be viscous.  There were 2 complaint forms on the previously mentioned dog.  Mayor will take appropriate steps.  Mayor Lancaster arrived at meeting at 5:47pm.

Andersen/Sandvig moved to waive the actual reading of ordinance #219.  All ayes. Carried.  Wellik/Andersen move to approve the final passage of Ordinance #219 and Ordinance amending the City Code of Rolfe, Iowa, by amending Chapter 41.14 (Fireworks). Ayes: Wellik, Jones, Sandvig and Andersen.  Absent: Allen.  Carried.

Mayor appointed Tom Andersen as the Mayor Pro Tem, Library Board of Trustees, De Sindergard, Nancy Duitscher, Lori Pedersen, Mary Loterbour and Sherry Cahill.  Recycling committee, Bill Winkleblack, Dan Allen, Rick Jones, Rick Krips and Mayor and City Clerk.  Fire Board, Jon Wellik, Jim Sandvig and Tom Andersen as the alternate.  Wellik/Andersen moved to reappoint De Sindergard to the City treasurer position.  All ayes. Andersen/Jones moved to reappoint De Sindergard, Shannon Peters, Dan Allen, Jon Wellik, and Wendy Panbecker back to Park and Recreation.  All ayes.

RAMS Event Center – Mayor gave her opinion on Gym. Like to offer to roller derby or other entity.  Bill Winkleblack has been talking to a youth organization about leasing the building.  Bill has showed them the building, there is interest. Discussion on if they want to lease agreement/liability/memberships.  Andersen/Wellik moved to allow memberships to the RAMS Center while Bill pursues further into the youth organization.  All ayes.

Mayor read Ordinance #221 An Ordinance amending Chapter 92 - Water rates. Wellik/Jones moved to approve Ordinance amendment #221 Chapter 92- Water Rates.  Ayes: Sandvig, Andersen, Jones, and Wellik Absent: Allen.  Carried.

Mayor read ordinance amendment #222 Chapter 99 Sewer Service Charges. . Wellik/Andersen moved to approve Ordinance amendment #222 Chapter 99- Sewer Service Charges.  Ayes: Sandvig, Andersen, Jones, and Wellik Absent: Allen.  Carried.

Wellik/Jones moved to contribute $1000.00 to Upper Des Moines Opportunity Inc.  All ayes. Carried.

Council directed clerk to do full budget and review at February meeting.

Andersen/Jones moved to adjourn at 6:44pm.  All ayes. Carried.
